The establishment of the Islamic welfare state by Prophet Muhammad ﷺ in Medina, often termed the "State of Madina," represents a foundational model of governance rooted in divine principles. This pioneering state integrated a comprehensive framework cantered on social justice, economic equity, and the promotion of public welfare. Key pillars of this governance structure included merit-based appointments, stringent accountability mechanisms to curb corruption, policies ensuring religious freedom, and protections for the life and property of minorities. Furthermore, the state promoted universal principles of equality, impartial justice, and the equitable distribution of resources. The governance and welfare model instituted by the Prophet ﷺ continues to be a seminal reference for ethical statehood and policy-making, offering profound insights for Islamic and global political thought. This study critically analyses the core principles and responsibilities of an Islamic welfare state as drawn from the Prophetic biography, and explores the practical approaches essential for establishing such a welfare model in contemporary contexts.
