Abstract

This article explores the mutual duties of the rulers and the people in the light of the Seerah of the Prophet Muhammad (ﷺ). The Seerah offers an ideal model of Islamic governance in which authority is closely linked with responsibility, trust, and accountability. As a ruler, the Prophet (ﷺ) established justice, equality, consultation, and public welfare as the fundamental principles of governance, while guiding the subjects toward obedience, sincerity, discipline, and a sense of collective responsibility. The study highlights that in an Islamic system, the primary duty of the ruler is to implement divine commands, ensure justice, protect the rights of the weak, address public needs, and avoid oppression and tyranny. Likewise, the subjects are obliged to obey the ruler in lawful matters, refrain from rebellion and disorder, and contribute positively to social harmony and stability. The Seerah of the Prophet (peace be upon him) clearly reflects a relationship between ruler and subjects based on mutual trust, goodwill, and moral values, which are essential for the strength and continuity of any state. The article concludes that when both rulers and subjects fulfill their respective duties according to the Prophetic model, society can achieve justice, peace, and prosperity, and many contemporary political and social challenges may be effectively addressed through these timeless principles.
